Considering that there is no longer any en_NZ 'translation', it's pointless to use the en_NZ.UTF-8 locale for language. It results in the original untranslated (en_US) strings being showed. That's why Language Support and lightdm-gtk-greeter work as I said. The installer may set LANG to

@axel: Not the same issue. @Jane: The options in Language Support and lightdm-gtk-greeter for setting language are there for selecting the translation for menus and messages. Previously the English language packs included a en_NZ 'translation' from en_US, but it seems to have been dropped in
