The last working maas image had kernel 6.3.0-7-generic, the first one to
fail has 6.5.0-5-generic.

I have done some debugging, but I'm at a loss for what to do next.
Booting with 'apparmor=0' did not help.
Here's what the mounts look like:
# mount
sysfs on /sys type sysfs (rw,nosuid,nodev,noexec,relatime)
proc on /proc type proc (rw,nosuid,nodev,noexec,relatime)
udev on /dev type devtmpfs
