Thanks for the heads-up for Netplan! IIUC this will be fixed by a
systemd SRU, so closing it as "Invalid" for Netplan. Please re-open if
you feel there is something to do on our side.

Marking cloud-init as invalid as I think there is no workaround to fix this
issue.
Adding netplan.io for reference and awareness.
After confirmation from systemd-networkd, I wonder if it would be
feasible / reasonable to backport
