I am the author and maintainer of resolvconf in Debian. Unfortunately I
don't know enough about upstart to maintain resolvconf for Ubuntu.
In its current condition in Ubuntu (universe) the resolvconf package

Well, for one Live CDs tend to run drom CD, which tends to use a bucketload of
energy over time...
I'm not sure if you can compare Live CDs to other ones, but you definitely
can't compare them to a system installed on a hard drive.
