I found how to do it. So, for the reference:
Click Activities on the top panel of Gnome Shell. Then type Universal
Access, then ENTER. Then choose Display: Text Size to Large, then

How to reproduce the problem:
first, enable proprietary drivers for the card:
system settings | additional drivers | Firmware for DVB cards | Activate
then, install necessary package for scan:
