dnsmasq does not interfere with named on any of my machines.
It should actually not even be possible. As far as I am concerned, the
bind() request should return false and give an EADDRINUSE if the socket
was already bound by something.

I also do not observe any correlation between the time the lid is closed
and occurrence of the bug. What I find suspicious is that most users
experiencing the bug are using a Thinkpad of the X series (X200, X200s,
X220), in my case it's a Lenovo x200s.

This is not a problem, It's a serious problem.
I have three debian servers and I decided to install an ubuntu server in
order to test the ubuntu server and because I believe we have to use it
to improve it.
And I can't use my ubuntu server due to this problem. And I'm pissed
because it's a bug
