This would seem straight forward enough (I thought I could just add '--
xattrs' to both creation and extraction of tar), but that doesn't seem

I think the apparmor issue should be filed as a separate bug. The issue
there is that systemd has mounted / as MS_SHARED, so lxc is having to
remount / as rslave. The apparmor policy will need to be updated to
allow that. Ideally we can wait to allow that until the apparmor parser
properly

The problem is nova quota-update uses value of tenant-id to save the
quota in the database. If you use demo as the tenant-id, nova will
use project_id=demo when setting the project_user_quotas table. If
