For me the issue seems to be cause as the VMhost for this Ubuntu guest has
netskope / goskope.com installed and https traffic is inspected by way of a
wildcard certificate.

Same issue, Ubuntu 17.10 with upstream vanilla GNOME shell and Evo
3.26.1-1 - when opened from the message window, the composer window is
opening behind the main suite window. You have to spread the windows to
find it.

second attempt

On Ubuntu 17.10 apt ignores pinning set in /etc/apt/preferences.
I added the proposed repo and set the pinning for it to 400. Despite
this, apt showed everything in proposed as upgradeable.

I'm seeing the same behaviour on 16.04.3 LTS.
A quick test using 14.04 suggests that the 3.16 kernels work without
issue whilst 3.19 and later display the reported behaviour when writing
to Windows Server 2016 iSCSI targets
