I'll add my name to the list of people saying this is a blocker. I am
currently working on a massive upgrade of 1000+ systems to Ubuntu 18.04
planned for early next year. Local dns resolution is an absolute must,
and it must work out of the box. I can't update /etc/resolv.conf
symlinks on

It sounds like some part of the system has crashed. Please:
1. Apply the workaround from bug 994921.
2. Look in /var/crash for crash files and if found run:
ubuntu-bug YOURFILE.crash
and tell us the ID of the newly-created bug.
3. If step 2 failed then look at
It sounds like you might be reporting two issues:
* Cannot access software through Ubuntu Software
* VLC does not play DVD movies
