Accepted squashfs-tools into xenial-proposed. The package will build now
and be available at https://launchpad.net/ubuntu/+source/squashfs-
tools/1:4.3-3ubuntu2.16.04.3 in a few hours, and then in the -proposed
repository.
Please help us by testing this
After further discussion on #ubuntu-release today, Adam has come up with
a patch that installs the conflicting icon files with "budgie" prefixes.
The budgie caffeine code looks to see if it has loaded the standard
"caffeine" icon name - if it cannot find the icon, it instead loads the
"budgie"
The bug is marked for bionic (18.04 LTS) but we'd want it to be well
tested in Cosmic first.

We had been running 80-100 instances on the hotfix kernel and I was
calling victory on the workaround as it has been a month without this
issue popping up, but I just had an instance lockup on, say, "docker ps"
and dmesg shows:
