I will boot, Wifi connects fine, and then the wifi drops out and no
connection can be made until a restart. When I try to reconnect it
"Connection Failed: Activation of network connection failed". The Wifi
works fine on phone and on Fedora 29.

I have now installed the released 18.10 version of Lubuntu, and have
exactly the same problem as before...
1. Install Lubuntu 18.10
2. Reboot
3. Edit /home/scott/.config/user-dirs.dirs to point the standard xdg
directories to
directories in my /data/scott directory
4. Log out/Log in

In an extensive search I only found documentation for red hat/fedora
versions of linux. The documentation by the maintainers of the software
is also red hat specific. It uses a series of scripts eg setup-ds.pl to
configure the software that are not installed when the ubuntu
