Okay, after some digging I managed to make it run.
The problem was just that the kernel source couldn't be located despite
having it already in /usr/src
by unpacking the content of kernel-source-5.4.0.tar.bz2 to a fake linux-
headers-5.4.0-1018 directory and copying extra config files etc from
fixed upstream in 0.73 which is older than Xenial

Just going to point out that I was NOT talking about limiting file names
to 8.3.
FAT32/vfat does has LFN support, and the UEFI FAT driver supports LFN as
well, so, NO, what I was talking about was not about suddenly asking
distro maintainers to use 8.3 names.
It's only about case sensitivity

Just to document this for anyone else that might benefit, attached is
the final script I created. I reduced the previous list further from
788 to 358 verbs. There may be a few extra ones left, but probably not
many based on my testing, as removing more
