I've tried to upgrade from 16.10 to 17.04 and got the same error.
Changed /usr/sbin/do-release-upgrade from

to

'url' : url })
It already looks like some kind of a tradition for ubuntu to break
something critical in every single release and keep those bugs as long
as possible.

I'm using Ubuntu since 8.04, and have noticed something. It was improving with
every single release, but since 12.04 I don't see neither the progress nor at
least stability: it is getting worse. The 16.04 tortures me with many glitches
on the daily basis, and I found here a bug report already
The problem still persists.

I can confirm the behavior described. ICQ account adding window is empty
having only cancel and done buttons. Google account window works but
is throwing the about:blank page in the default browser.

My users are also affected using Ubuntu in corporate network. More than a year
with no movement?
I'm surprised it's in wishlist, it's quite serious usability bug. Making
symlinks isn't solution by the way.

^ I ran apport-collect -p linux 163637 with current configuration. Since
it's the working server, I wasn't able to try a development version, but
I'll try it next few days when I'll be free to shut it down.
