It's because the script will only download and install the package for

Behaves the same for me too. /usr/lib/kde4/bin is in the path I
even tried adding it to the path via /etc/environment and rebooting and
kdesudo-kde4 still doesn't pick up on it.

There should be some kind of way to force it to skip this and let you do
it later. For me it takes 15-20 minutes with no indication of
progress... I thought it had hung or something, definitely no fun -

I've no idea. I thought maybe they had :s (could have sworn one day
after an upgrade I was seeing UUIDs somewhere ... maybe it was only in
the menu.lst though) ... not sure about the actual release though. I do
know that all installs since ?Feisty? (or maybe Edgy?) have used UUIDs

I'm relatively sure this is related to another bug, but the easiest
fix would be to change the lines in your /etc/fstab (do so from any
livecd) to use UUID instead.
To obtain UUIDs use the vol_id command.
Example fstab entry:
UUID=c21127c3-4418-44ca-8e28-31ae9548c25c / xfs
