Looks like calligra will change to libpqxx-dev next time it's synced
from the Kubuntu packaging repository. And I just pushed an update to
quickfix to build-depend on libpqxx-dev instead of libpqxx3-dev.

gnucash 1:2.6.12-1 actually builds without modification in Ubuntu,
thanks to the recent addition of a locales-all package to glibc, so I'll
just sync it (along with gnucash-docs).
