Tested the kernel as requested and no change. Reset the kde settings on power management to something:apply and then back to sleep:apply pressed the power button and the computer shutdown. It seems to shutdown (rather thant try to sleep) all the time now. I've reverted to the mainstream 3.8 **

Ok - this appears fixed - I'm not 100% sure how but in a fit of frustration I hammered cntrl+N in firefox and the first 15 windows appeared minimised but subsequent ones appeared normally. After deleting all the minimised windows command line, panel and ctrl-N launches all work as expected! **
