Is it necessary to have packages handy and ready for upload even for
binary packages that affect the restricted-modules ?

There isn't any attachment on the bug report, could you directly upload
it here on launchpad ?
Did you manage to put the laptop to sleep using Fn+F4 and the sleep.sh
script ? It would be nice to get everything going through g-p-m, since
it is already working here, and for most people. But we can
Nice catch.
If that doesn't work, i can only assume that it is X700 specific. I
would recommend that you take the following steps:
1. Try the new driver release 8.34.8 and see if it works. You can find
information on how to install here:

Well, guess g-p-m uses stderr:
Try instead: $ gnome-power-manager --no-daemon --verbos g-p-m.log
After having g-p-m running, suspend the laptop. Then check the file for errors.
If you
need to paste the entire log file,
$ gnome-power-manager --no-daemon --verbose g-p-m.log
(had a typo)

After a few hours messing about with xorg-driver-fglrx, linux-
restricted-modules and the ATI driver installer, I don't see that the
package tries to pack the files in question. But I also missed to see
that being done in Edgy packages.
One question, did you by any chance install the driver in
:
killall -9 gnome-power-manager
and the run
gnome-power-manager --verbose --no-daemon
And compare the outputs, and paste here any relevant findings
