wifi antenna strength is low

Public bug reported:
Wifi signal strength is low even computer is next to wifi hub. Signal
strength is pefect in Windows 10. The reason behind is my laptop uses
two antennas and ubuntu is choosing first antenna not the second.

AS far as I see it comes even for notifications. If notifications comes
more than 3 times, I see the space b/w tray items. When I do lxpanelctl
restart, everything is normal. looks like issue is with lxpanelctl is
not getting reloaded.
