seems during the installation process the file /lib/init/upstart-job was deleted. i just reinstalled upstart. Though i think just re-configuring it will do the trick so either sudo aptitude reinstall upstart or (which i did not test) sudo dpkg-reconfigure upstart I had to reboot after that and
