Public bug reported: Some applications (there seems to be no correlation between whether it be GTK3, Qt or GTK2, etc), are not using the global menu. For example, Gnome Terminal and Image Viewer (eog) are not using the global menu, yet Firefox, Nautilus, VLC, even LibreOffice use it correctly.
