Public bug reported: My apologies if I'm reporting this on the wrong package. I've been trying for 4—5 days now to upgrade a Quantal system to Raring, but the part where it downloads packages always fails, saying libvisio can't be downloaded.
The http error is Forbidden. I know this is sometimes done deliberately to keep systems from installing a broken version, so normally I'd just wait it out. Two things made me report in this case: 1. It's been a while. I would have expected an urgently broken upgrade to have been fixed or rolled back by now. 2. The error comes very quickly, probably faster than an http request could have gotten through to the data centre. So I'm wondering: is something being cached that shouldn't?
