Public bug reported:

when i edited the following i can control the brightness after login in to the 
but i cannot control brightness of log in screen
also each time  after booting brightness becomes full ie: it previously 
adjusted brightness changes

gksudo gedit /etc/default/grub

Change the line:
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash"

to:
GRUB_CMDLINE_LINUX="GRUB_CMDLINE_LINUX_DEFAULT="quiet splash acpi_osi=Linux"

Save the new file, close gedit and run:
sudo update-grub

Reboot to test
