Bug still persist in current utopic beta. It is extremely annoying and I
do not imagine a situation the utopic will be released without fixing
it.

'sudo restart network-manager' works for me not sure why systemd

missing PrepareForSleep signal after resuming, causing networking to stay
disabled

NetworkManager seems to have been restarted quite fast after the resume
from suspend, but this really looks like the issue we've had with the
systemd logind proxy for the PrepareSleep method.
