Openafs Not Building on arm64

Please find attached a debdiff applying the upstream patch and necessary
packaging adjustments. While this is expected in the next upstream
release, that is not expected to happen in time for bionic, making this
change useful to adopt in advance of Debian, but only for release
scheduling reasons
There is a patch series out that addresses aarch64 support [1]. I have
managed to build this against the current 1.8 series debian rules file
and there are some packages available at
deb http://tarballs.openstack.org/package-afs-aarch64/ ./
which so far I am using successfully. With the
