Public bug reported:

The charset (and special characters) are not displayed correctly in VGA
text-mode while usplash is running. There was a bug report #21567 in
which Michael Vogt already described the problem.:

'The kernel just refuses it in drivers/char/vt.c:con_font_set(). But that seems 
 to be because the vga text-mode uses parts of it's video memory to store the 
 fontmap. That can't work when in graphic mode obviously. I don't know why the 
 kernel doesn't store the fontmap for the next switch to text-mode. It looks 
like 
 it keeps a copy in kernel memory anyway' 

This bug still exists in Feisty. As the vga text-mode is currently still
the default mode in Ubuntu, it should affect nearly everybody until
he/she changes the console screen mode.
