I finally turned to emacs 23 CVS version, which is now both available in
windows and linux, with a much better font support and Unicode support.

Checked on a different ubuntu machine, /etc/emacs/site-start.d/00debian-
vars.el didn't exist. ran aptitude install emacs22 on second machine
and it succeeded, and file was generated. Copied 00debian-vars.el to
original machine, and re-running aptitude install emacs22 succeeded.

I tried two ubuntu machines with different settings but one laptop one
desktop, both of them failed. Instead of Emacs22, I installed CVS emacs 23
for better fonts.
