Public bug reported:

Debian sid's apt can no-longer download some source packages, if apt-
cacher-ng is enabled.

This has been fixed in Debian: https://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=823733

The workaround in the issue works for me:
