@cyan4973, may I change your first test case into something that won't involve a download/build/install cycle? I was thinking about just using the 0.5.1 version in xenial to try to decompress the 1.3.1 compressed file I created in the test I just added to the bug description. Something like this:

Hmm, why did it have to require a newer debhelper... I don't think an SRU can depend on something that's in backports. I will have to read up on "Standards-Version" and debhelper versions to see what I will have to change in the package to build properly with xenial's debhelper (version 9.x). --

It's a justification issue, and also trying to keep the general spirit of *Stable* Release Updates (emphasis mine). What problems would we be fixing by updating zesty's zstd from 1.1.2 to 1.3.1, and if they are worth such an update. If it's just multithreading capability, then I think we can skip
