I had the same issue but traced it with strace to the dkms task.
root 5155 5105 0 09:39 pts/300:00:00 /bin/sh
/usr/lib/dkms/dkms_autoinstaller start 4.13.0-17-generic
I killed it several times before the routine finished.
The only dkms module I had installed was nvidia-384 so I
I logged out from gui and used sudo dpkg --configure -a from console
successfully. (I think it is related with wayland, but I am no sure.
After reboot I've got wayland, before it was only X11.)
