Problem is in ubuntu-defaults-builder package, /usr/bin/dh_ubuntu_defaults script - for Firefox 59+ this script should add line intl.locale.requested="" in file /usr/lib/firefox/distribution/distribution.ini I'm attaching a patch againts /usr/bin/dh_ubuntu_defaults script ** Patch added: "Patch
