After checking a little in my custom options in my home, I think I
finally found the cause of the problem.
I have a .Xkbmap file with the following content:
-option altwin:meta_win
I had to use this option because in the older versions of Ubuntu my Win
key on my keyboard didn't work for some
This is indeed valuable information. I suggest that you check what
applications are started automatically on session start (Settings >
Session and Startup > Application Autostart).
If nothing related shows up, check the ~/.profile and ~/.bashrc files
for manually added lines.
Lastly, check if
I just tested with a fresh new user, and the problem didn't occur, the
keyboard worked fine and I could input any symbol with the alt gr key
without problems. Then as soon as I logged back into my main account,
the altgr key stopped working again. So it looks like some progress at
least.

That is strange. Does this bug affect a newly created user account?
Also, are there any related messages in ~/.xsession-errors?

I can confirm this.
Switching to German keyboard layout and back to Dvorak International
made my AltGr key stop working. I've tried the following:
setxkbmap dvorak intl
setxkbmap -model pc105 dvorak intl
Both without success.
Logging out and back in worked.

Alt Gr doesn't work in the login screen for me either.
So I have to switch to English layout to be able to login.
I'm on a Dell Latitude E7470 Swedish keyboard.
