Public bug reported: I'm using Ubuntu 18.10 dev with ifupdown 0.8.32ubuntu1 and /lib/udev /ifupdown-hotplug is not executable resulting in an error message at boot about missing permissions on that file and some negative side- effects (like /sys/class/net/eth0/carrier containing 0 instead of 1 which might break things).
