I am confused. The program /sbin/fdisk is part of the package util-
linux.
I found it via "apt-file search fdisk". So I ran "apt-get install --reinstall
util-linux" but
I still get the same errors when trying to upgrade.

That's odd could you post the contents of your /etc/apt/sources.list
file? I'd also try running apt-get update and then apt-cache policy
fdisk.
