This error is similar to the one reported in Octavia https://bugs.launchpad.net/ubuntu/+source/octavia/+bug/1826875 , but in the case of neutron the table firewall_group_port_associations_v2 has a primary key defined: firewall_group_port_associations_v2 | CREATE TABLE
