This doesn't happen with every application, eg right-clicking in
Firefox, nautilus, and gnome-terminal demonstrates the bug, but right-
clicking in google-chrome doesn't.
Also, the behaviour is slightly different in Wayland vs X11 - in X11 I
can't interact with the backgrounded window's titlebar
For me the error pops up on a standard 20.4 (daily) installation and the
error appeared yesterday 26.3.2020

If I right-klick in a Firefox window, windows from other workspaces are
shown in the background of the current workspace.
These windows are "inactive" except for the titlebar
