This doesn't happen with every application, eg right-clicking in Firefox, nautilus, and gnome-terminal demonstrates the bug, but right- clicking in google-chrome doesn't. Also, the behaviour is slightly different in Wayland vs X11 - in X11 I can't interact with the backgrounded window's titlebar
