overlay has been present in Ubuntu Core since the first Core 18 release.
Moreover, core 18's uboot.env customized stdout and stderr to "serial"
only. In other words, uboot's console has *never* displayed on Core

The reason nothing appears from uboot on the console is that the vc4
-fkms-v3d overlay breaks uboot's vidconsole. I've looked into this
previously but been unable to find out why or how to work around it. The
pi firmware initializes a framebuffer and passes details of this to the
"kernel" (in our
So is it just a config.txt or cmdline.txt change that is needed to
enable/disable this? I would think that should be simple enough for most
people to turn on or off from whatever we decide the default should be,
provided it's made clear in a release note or something.

And if we do print anything on the console, we may break Pi addon cards
that utilize console ports for communication.
So, if we do restart printing to console by default, we must have
ability to build modified or ideally unmodified images that do not print
