removes the openssl provider, which breaks in obscure ways with OpenSSL 3.

I tried rebuilding openssl with -O2 since the default optimization on
ppc64el is -O3; no change in behavior.

I tested against a build of openssl3 from trunk
(d450eb84c802b2f78971f905b251a0fb89ebb7d1) and the problem was still
present.
