GNOME's new Appearance panel is a feature from gnome-control-center 42
but Ubuntu 22.04 LTS includes gnome-control-center 41.
Ubuntu 22.04 LTS does have a similar Appearance panel but it's only
available for the Ubuntu session.

run this command:
sudo apt install ubuntu-desktop-minimal
Log out. On the login screen, select your name. Click the gear button in
the bottom right of the screen and choose 'Ubuntu'. Enter your password
to finish logging in.
