snapd.seeded.service is hanging at
/usr/bin/snap wait system seed.loaded
it is the only running systemd job, others are waiting for it:

On impish I see
fails once, succeeds once: autopkgtest-build-lxd ubuntu:impish < /dev/null
success: chronic autopkgtest-build-lxd ubuntu:impish
success: autopkgtest-build-lxd ubuntu:impish
In the failure case, snapd.seeded.service hangs like it would for a
chronic build of jammy.
Removing snapd
