Debian testing is a release behind where we are in Ubuntu (as has always
been the case) so often we have to take action in Ubuntu before the same
happens in Debian.
Caracal removes deprecated features specifically in oslo.db (in
preparation for a move to SQLAlchemy 2.0 later) which require
senlin-dashboard, however, is still in Debian testing and unstable. It
doesn't appear to have any RC bugs. If we remove it, it might come back
again; and this doesn't seem like an obvious candidate for adding to the
sync blocklist. Is there a reason it's harmful to have this package in
universe?
senlin has also been removed from Debian unstable, so:
