GUI system partial upgrade didn't work but no warning / error messages
were displayed, using terminal apt task was successful
Same issue with duplicity package: no GUI update working, but terminal does

Can you try just upgrading grub-common and grub2-common first and then
upgrading shim-signed?
E.g. by:
apt update
apt install --only-upgrade grub-common grub2-common
apt install --only-upgrade shim-signed
