Public bug reported:
Tracker is not enabled by default and the "Tracker-preferences"
selection is not listed in "System > Preferences" menu. Many users may
not realize Tracker needs to be configured before it adds value to their
desktop and this is accomplished by running "Tracker-preferences" from a
command prompt.
