Same problem here, klipper uses 100% CPU on Jaunty 64bit.
I believe I have some more information. After installing kde4libs-dbg, I get
more information about the stack when I debug the running klipper process:

As a workaround, I have renamed /usr/share/kde4/config/klipperrc to
klipperrc.off. After I did this, klipper starts again. However, it has
no actions defined, and all settings from klipperrc are gone, of course.

Apparently, the problem is in the last line of
/usr/share/kde4/config/klipperrc, which looks like:
X-Ubuntu-Gettext-Domain=desktop_kdebase-workspace
When I remove that line, klipper starts without any problems.

I have the exact same problem with klipper on Jaunty final release.
This is what I get when I run in with gdb:

Same here, klipper starts but uses 100% CPU time. Im using KDE 4.2.2(64bit) in
a virtualbox environment.
