I'm not saying there aren't any use case, I'm arguing that changing the default should just move LANG and LANGUAGE to the new values; LANGUAGE probably needs a completely different handling if you want to allow people to manage a list of languages and fallbacks. Basically, I want that

Sorry, but this is not a bug. It's intended behaviour. LANG does not carry the information which is needed to provide fall back translations. That information is stored in LANGUAGE. Also, LANGUAGE can point to a different language for the desktop than LANG. For example if your are living in
