i.e. why change:
LANG=foo
LANGUAGE=foo
to:
LANG=bar
LANGUAGE=foo:bar
instead of:
LANG=bar
LANGUAGE=bar

default should just move LANG and LANGUAGE to the new values; LANGUAGE
probably needs a completely different handling if you want to allow
people to manage a list of languages and fallbacks.

I think I gave a specific use case, but I see that the UI changed a lot
since I filed this bug; I guess I need to retest.

Sorry, but this is not a bug. It's intended behaviour.
LANG does not carry the information which is needed to provide fall back
translations. That information is stored in LANGUAGE.
Also, LANGUAGE can point to a different language for the desktop than LANG. For
