This was filed against the wrong driver package. -keyboard is no longer
maintained; keyboards are managed via the -evdev driver now. However,
this isn't really an X issue at all, but more of a window manager

Actually, this problem does not exist with the Ctrl key as movement
key. So it's just the super/logo key which works for other windows but
not for the panel.
