How did you perform the upgrade? Was it update-manager? Or apt-get? Or
some other method? Is this reproducable?

it was through the update-manager, I was able to fix it by running sudo
sudo dpkg --configure -a
for some reason the upgrades locked up my computer and I had to do a
hard reboot. I was not able to reproduce it.
