The problem is that the desktop don't fit the screen but is complete or that is
moved so you cannot see the off button on the panel.

Perhaps it would be better to modify the xorg.conf file because not everyone
with that driver might be experiencing that problem. Will need to research.

I have an idea,
We have to find the code for ATI Radeon Express 200 in fglrx source and reduce
the displacement value by 10. But I am new to the Linux development. Do you
have any idea how to do this?

Yes! But it is a bug. I use dual operating system. I cant change my
monitor setting every time login. I think this is a small but easily
correctable bug.
