Same problem here (Maverick). I added a Macintosh keyboard layout because I temorarily used a USB mac keyboard. An I can't get rid of it. IWhe I delete the mac layout, it appears again after login. Even if my default german PC keyboard layout is on the top position, the mac layout is active again.
