This problem is more pronounced when there is more than one user. There
are conflicting messages over which user will be logged in if you
proceed. (I don't know how to do a GDM screenshot but I've attached a
mockup.
I have seen this confusing people that I have installed Ubuntu for.

I think the tooltip is the problem though and not the mouse. We have
removed tooltips from the indicator panel. I think we should do the same
for GDM. They offer no useful information and confuse the user, as
illustrated.
