Confirmed this is fixed in the current codebase in natty; closing bug. However, the fix is a bit different than the attached patch - they used just 'j' and 'J' rather than the circumflex variations, so you might want to follow up in a separate bug to request that feature if you still think it's

I think I've found the problem: the latin keyboard, upon which the it layout is defined, has this definition of the j letter: key AC07 { [ j, J ] }; while all the other definitions are of this kind: key AC08 { [ k, K, kra,ampersand ] };
